NOTICE TO THE PUBLIC OF THE FIRST OF TWO PUBLIC HEARINGS
REGARDING THE PROPOSED I-40 ECONOMIC DEVELOPMENT PROJECT PLAN
AND ITS PROPOSED INCREMENT DISTRICTS, CITY OF ELK CITY


Pursuant to the Oklahoma Local Development Act, 62 O.S. § 850, et seq. (“Act”), notice is
hereby given to all interested persons that the City Council of the City of Elk City will be
holding the first of two public hearings regarding the proposed I-40 Economic Development
Project Plan (“Project Plan”) and its seven proposed increment districts (“Increment Districts”) at
the City Hall, Commission Chambers, 320 W 3 rd St in Elk City, at 2:00 PM on March 18, 2026,
and will be for the purpose of providing information, including an analysis of potential positive
or negative impacts, and answering questions regarding the proposed Project Plan and Increment
Districts. The second public hearing will be held at a later date and separately noticed.
The Project Plan is a project plan as defined under the Act. The project is being undertaken by
the City of Elk City in order to provide an economic structure and financial support for the
development of property along the City’s I-40 corridor in order to enhance the tax base and make
possible investment, development, and economic growth within the City. Financial support for
the project will primarily be provided through the implementation of the Increment Districts. No
new or increased taxes are involved.
A draft of the proposed Project Plan may be reviewed by any person interested, in the office of
the City Clerk, City Hall at 320 W 3 rd Steet, Elk City, during normal business hours, and at the
following web address on or after March 4, 2026: elkcity.com
The Project Area and Increment Districts boundaries are illustrated in Exhibit A and described in
Exhibit B to the Project Plan. The Increment Districts will be given appropriate numerical
designation and date of creation within 10 years of the City Commission’s consideration of the
ordinance approving the Project Plan following the conclusion of the second public hearing. The
Project Area and Increment Districts boundaries are also illustrated and described below.
