<description><![CDATA[In the United States, "tornado season"  is generally in the spring.  Tornadoes are more prevalent from April through July, with May and June being the peak months. But like thunderstorms, tornadoes can form any time of the year.  <BR /> <BR /> <BR />
The area in which tornadoes are most prevalent is known as "tornado alley," typically defined the region from Texas north to Nebraska.  Tornadoes can and do occur in every state in the country.  <BR /> <BR /> <BR />
   Tornado Watch - Conditions are conducive to the development of tornadoes in and close to the watch area.  <BR /> <BR /> <BR />   Tornado Warning - A tornado has actually been sighted by spotters or indicated on radar and is occurring or imminent in the warning area.  <BR />  <BR /> <BR />In addition, severe thunderstorms can produce tornadoes, or cause damage of their own from wind gusts of 58 mph or greater and/or hail 3/4-inch in diameter or larger.  <BR /> <BR /> <BR />   Severe Thunderstorm Watch - Conditions are conducive to the development of severe thunderstorms in and close to the watch area.  <BR /> <BR /> <BR />   Severe Thunderstorm Warning - A severe thunderstorm has actually been observed by spotters or indicated on radar, and is occurring or imminent in the warning area.  <BR /> <BR /> <BR /> While tornadoes can still occur without a watch or warning being in effect, advances in the science and technology have greatly increased the ability of meteorologists to provide advance notice of them.   We are very lucky to have 19 storm sirens located throughout Elk City just for this purpose.   <BR /> <BR /> <BR /> 	The City has added three sirens, one at R &amp; R Addition, one at Enterprise &amp; Eastern and one at Lakeview and Randall.  The County purchased a siren for the Merritt water tanks.  The City installed all the new sirens and maintains the sirens by checking them every Saturday at noon (you have surely heard them), we have a person at every siren when they are being tested to make sure that they are operating properly.   <BR />]]></description>

<description><![CDATA[The annual spring clean up this year will be April 28 - May 3, 2008. Residential customers with an active water account will be allowed to dump any amount of trash or limbs at the landfill free of charge. All loads must be covered, tied down or bagged and you must bring your current water bill with you. <BR /><BR /> <BR />
      During the week of May 5 - May 9, 2008, the city will pick up items that you were unable to deliver to the landfill during the free dumping week. There is a limit of two (2) items per household. Please call in all collection requests to the City Shop at 225-1414. <BR /><BR /> <BR />
ALL REQUESTS MUST BE CALLED IN BY 5:00PM ON MAY 2. <BR />]]></description>

<description><![CDATA[A new, much larger landfill is presently under construction south of the existing landfill. City Manager Guy Hylton praises Edwin Sipes and his crew for their dedication and hard work. <description><![CDATA[More than 60 million Americans volunteered for an organization in 2007.  This is over 26% of our population.  Women volunteered at a higher rate than men, and people in an age category of 35 to 54 were more likely to volunteer than other ages.  Religious organizations had the most volunteers followed by educational organizations (such as schools) and the two main activities were fundraising and tutoring/teaching. <BR /> <BR /> <BR />
 	We would like to take this opportunity to thank the may volunteers that donate not only their time, money, vehicles, or whatever may be the case to the many organizations, churches, schools, etc. in and around Elk City.  Even though someone doesn't always say so, YOU ARE APPRECIATED! <BR />]]></description>

<description><![CDATA[The New World War II Veterans Memorial was completed April 29, 2004, it was built primarily with private donations totaling more than 197 million dollars.  This memorial honors the 16 million who served in the armed forces during World War II, the more than 400,000 who died, and the millions who supported the war effort from home.   <BR /><BR /> <BR />
 	In early January, a group of individuals, representing communities in Beckham and Roger Mills Counties, gathered at City Hall to explore the idea of raising funds for a group of World War II Veterans, from this area, to make a trip to Washington D.C. to see this New Memorial.  Without these fund raising efforts many of the Veterans would never get to see and experience the New Memorial.   <BR /><BR /> <BR />
 	Attendees included:  Glenna Kirk of Cheyenne, Senator Tom Ivester of Sayre, Joe Britton of Elk City, Debbie Mackey of Hammon, and co-chairs Jerry Dean of Hammon and Guy Hylton of Elk City.  Research by Jerry Dean and travel costs acquired by Guy Hylton were also discussed.  It was decided to formulate a newspaper inquiry blank to see how many World War II Veterans would be interested in making the trip to Washington, D.C.   <BR /><BR /> <BR />

<description><![CDATA[Western Oklahoma Historical Society will be hosting the grand opening of the Route 66 Blacksmith Shop this month! Doors will open Saturday, October 13 at 10:00am. Max Scrudder, a certified blacksmith from Mountain View, and friends will be on hand for live demonstrations.<BR /><BR /> <BR /><a href="http://www.flickr.com/photos/cityofelkcity/2473298475/" title="blacksmith shop banner by CityofElkCity, on Flickr"><img src="http://farm3.static.flickr.com/2314/2473298475_c63df6683d.jpg" width="500" height="246" align=center hspace=5 vspace=5 alt="blacksmith shop banner" /></a><BR /><BR />      Development of the Blacksmith Shop has been in the works for the past year. Shortly after Bob Kennemer joined the WOHS, the group expressed an interest in starting a new project. Bob suggested using his current collection of blacksmith tools and machinery to setup a Blacksmith Shop and the endeavor was off and running! Many donors contributed approximately $50,000 which covered construction expenses of the building. <BR /><BR /><a href="http://www.flickr.com/photos/cityofelkcity/2473298583/" title="Anvil1 by CityofElkCity, on Flickr"><img src="http://farm3.static.flickr.com/2152/2473298583_98990310f6.jpg" width="150" height="95" align=right vspace=5 hspace=5 alt="Anvil1" /></a> <BR />      Mr. Kennemer and Gary Seigrist have been loading their vast collections of memorabilia into the shop. Visitors will see amazing displays of anvils, a working table with leg vices, wagon wheel soaker and 3-belt forges. Also displayed are two permanent forges, swage blocks, cone mandrel, Little Giant trip hammer and much more!! <BR /><BR /> <BR />      The committee will monitor interest in the Blacksmith Shop to possibly host hands-on beginners classes and other projects. Plans also include having local area certified blacksmiths performing regular demonstrations for visitors. Bob Kennemer also states that they are wanting to purchase more equipment and will need to replenish consumables in the future. To donate funds for furthering the project, contract Mr. Kennemer at 225-3361, Bill Grissom at 243-8623 or the Old Town Museum Office at 225-2207. Donations should be made payable to Western Oklahoma Historical Society and can be dropped off at the Old Town Museum (2717 W Third St) or City Hall (120 S Jefferson).<BR /><BR />

<description><![CDATA[The Western Oklahoma Historical Society is publishing a book about the history of Elk City as a State Centennial Project. WOHS assigned members Lynn Kennemer, Carole Bruce, Dean Kent, Royce Thompson and Jim Taylor to a Centennial Book Committee. The committee members have collectively worked on the project for the past two years.  Lynn Kennemer is the official writer who has compiled the collected information. While the project has been a full-time volunteer job for her the past year, she states that she has immensely enjoyed writing/organizing the stories and information.<BR /><BR />  <BR />      From the Forward - &quot;This history of Elk City, Oklahoma, Rising from the Prairie, begins with the Twenty-First Century - a representation of what Elk City is today. Then the story goes back to reveal where we came from and some of the events and people that have brought the city forward to the present day. <description><![CDATA[The Great Western Cattle Trail is an important part of Western Oklahoma's history; recognizing this, the Western Oklahoma Historical Society has installed a post marker commemorating this landmark. The marker is located outside the Farm and Ranch Museum at The Elk City Museum Complex. The Great Western Cattle Trail passed through this area in the latter part of the 19th century, it had an estimated six million Texas Longhorn cattle with hundreds of trail bosses, chuck wagons, and herds of 40 to 50 horses, passing over it during the period from 1874 to 1888. This post marker will be a permanent reminder that this area was a thoroughfare of dusty hooves, wagon wheels and trail-hardened cowboys. <BR /><BR /> The trail starts at Bandera, Texas, just to the NW of San Antonio, about 450 miles south of the Red River, and its destination is Dodge City, Kansas, about 45 miles north of Indian Territory. Some historian called the trail the Old Doan Trail, because it crossed the Red River at Doan's Crossing. Others called it the Old Dodge Trail, because it ended at Dodge City. Some even confused it with the Chisholm or Chisum Trail, which actually lay further east near El Reno. <BR /> <BR />Don't miss this addition to the Farm and Ranch Museum on your next visit to The Elk City Museum Complex.]]></description>

<description><![CDATA[Oklahoma is celebrating its first 100 years of statehood in 2007! Recognizing this momentous occasion, Elk City is erecting a 42 foot lighthouse with a beacon of light to represent a remembrance of the past 100 years as well as hope for the future. <BR /><a href="http://www.flickr.com/photos/cityofelkcity/1042672744/" title="Photo Sharing"><img src="http://farm2.static.flickr.com/1171/1042672744_16f630c194_t.jpg" ALIGN=RIGHT width="100" height="77" alt="Lighthouse project" /></a><BR />The lighthouse is being constructed on an island in the pond that sets on the west side of Ackley Park, just north of the Farm &amp; Ranch Museum. A steel framed upper structure with stucco exterior will set atop approximately 12 feet of concrete and the cap will house the beacon of light. The base of the lighthouse will have 10-foot openings where visitors can walk through.  <BR /><BR />This Oklahoma Centennial Lighthouse will be the tallest structure in the park complex. Plans include beautiful landscaping around the base of the lighthouse and extensive landscaping spreading throughout the Ackley Park West area over the next few years. <BR /><a href="http://www.flickr.com/photos/cityofelkcity/1042672756/" title="Photo Sharing"><img src="http://farm2.static.flickr.com/1197/1042672756_5e760c54e0_t.jpg" ALIGN=LEFT width="62" height="100" alt="Lighthouse Project 2" /></a><BR />A Chamber Committee, led by Larry Wade, began a fundraising drive for the project in the Fall of 2005. Pledges received by the committee are at $86,305. Donations of $1000 or more will be recognized on a granite marker to be set near the lighthouse. <BR /><BR />      Elk City's Chamber of Commerce is planning several Certified Centennial Celebration Activities to commemorate Oklahoma's statehood. Oklahoma's Centennial year will conclude with statehood day on November 16, 2007. <BR />

The center is on schedule to be completed in time for 2007 graduation ceremonies.<BR /><BR />      The Sports Arena holds 1,854 fixed seats plus 14 handicapped areas. For concert or graduation use, the arena is equipped with a 40' x 28' portable stage. An additional 630 removable chairs can be placed for court level seating when a protective floor covering is in place. The horseshoe shape of the arena allows for excellent viewing from every seat in the house!<BR /><BR />      The basement area below seating level houses<a href="http://www.flickr.com/photos/cityofelkcity/1042672728/" title="Photo Sharing"><img src="http://farm2.static.flickr.com/1215/1042672728_b69984a14c_t.jpg" ALIGN=LEFT width="100" height="75" alt="Pioneer Center Varsity Locker Room" /></a> many facilities. Home and visitor coaches have 3 office facilities that each divide into 4 areas; this will allow plenty of meeting space when hosting tournaments. Players will enjoy a varsity locker room and 2 visitors locker rooms on each side. The spacious locker rooms have complete restroom/shower facilities. Game officials also have a dedicated office area with complete restroom/shower facilities. Teams have extensive training quarters, which include whirlpool and laundry  facilities, on both the male and female sides. The lower level also contains a hospitality room with concession area, public rest rooms, janitor's rooms and storage areas.<BR /><BR />      The two sides of the Pioneer Center are separated by a spacious lobby and snack bar area. An elevator is located in the center of the lobby to take guests to the upper level of the arena.<BR /><BR />      The Fine Arts Auditorium holds a total of 956 seats, split   between the sloped floor area, stepped seats behind the cross aisle and handicap positions. A recessed orchestra pit is located in front of the stage. It will accommodate 30 musicians. The stage area is 90' x 38'8&quot; and is equipped with a full gridiron to accommodate top mounted rigging. Control rooms located at the rear of the auditorium include areas for sound and lighting, two follow spots and storage. There is a full theatrical dressing area including a make-up/Green room featuring 12 built-in-dressing vanities and 2 3-sided mirrors. The men's dressing room has five dressing  cubicles including one handicapped. Featured Stars will enjoy a private dressing room with complete restroom/shower facilities.<BR /><BR /> Costume and stage designers have a full costume storage area and a 50' x 25' stagecraft room with access to a truck dock for materials delivery and to the side stage area for moving sets onto the stage. Practice rooms include 1 ensemble and 2 private rooms that are shared by the band and choral students. Peeler Soccer Park has long been a place for developing healthy kids who can interact with teammates, improving their motor skills and developing healthy lifestyles.  While the park has been "functional" for summer programs, major improvements have been needed to upgrade the facility to enable area youth to compete on a national and international level.  Much like the 5-plex ball fields, this will attract tournaments and bring more tourism dollars to the local economy. <BR />  <BR /> The City of Elk City applied for funding to allow these improvements to Peeler Soccer Park in an iffort to create these tournament quality fields for local and area kids to play and compete for generations.  This official Oklahoma Centennial Commemoration Project (titled Elk City Centennial Soccer Park) will include a new concession area, ADA approved restrooms, bleachers and paved parking. <description><![CDATA[A vison of local Veterans has now become a reality! Building the memorial at the Fairlawn Cemetery was first requested approximately 10 years ago by local veterans' organizations. <BR /> <a href="http://www.flickr.com/photos/cityofelkcity/392406583/" title="Photo Sharing"><img src="http://farm1.static.flickr.com/156/392406583_2bc959b9b3_t.jpg" ALIGN=LEFT width="100" height="53" alt="mem1" /></a> <BR /> Mayor Teresa Mullican appointed Basil Weatherly Chairman of the Cemetery Board in 2005. At the time, plans were "dusted off" and brought up-to-date by Tommy Shaw (AIA Architect).  The City agreed that they would match any donations.  Armed with more definite plans for the stucture, Basil went to the citizens of the community for contributions to the long over due tribute to our Veterans. <BR />  <BR /> In less than a year, donated funds had already reached over $25,000! Weather conditions and delays in receiving materials have put things a little behind schedule, however, the entire structure should be completed sometime during the first quarter of 2007.  Plans are for the memorial site to be used for Memeorial Day and Veterans' Day services, as well as funeral services for fallen Veterans. <BR />  <a href="http://www.flickr.com/photos/cityofelkcity/392406581/" title="Photo Sharing"><img src="http://farm1.static.flickr.com/172/392406581_774cea8c72_t.jpg" ALIGN=RIGHT width="100" height="75" alt="mem2" /></a><BR /> Currently, the memorial appears to set on the northwest end of the cemetery. The Council was honoring women from across the state in recognition of their many accomplishments and for exhibiting qualities that Girl Scouts strive to infuse in their members. Among those honored were First Lady of Oklahoma Kim Henry; Linda Cavanaugh, of Channel 4 News; and Molly Boren. <BR /> <BR /> Teresa has been serving the community for about 27 years, starting with the Jaycee organization in 1979. She went on to hold local and state offices with the Jaycees and was the first female President of Elk City's Rotary Club.  Before becoming Elk City's first woman Mayor, Teresa served on the City Commission for six years. <BR /> <BR /> Getting young people involved in city government has been one of Mayor Mullican's passions.  While serving as Mayor,  Municipal Government Weeks have been busy with young Elk City students touring local government offices, attending city commission meetings and conducting their own mock commission meetings.<BR /> <BR />Thanks to Teresa's commitment to the community, several accomplishments have been made during her tenure as Mayor:
